good morning. i'm john muller, in for rob nelson. >> i'm paula faris. we begin this tuesday, with americans everywhere, remembering that other tuesday morning, 11 years ago today. >> on this 9/11 anniversary, you see the resilience in lower manhattan. world trade center site, shining in red, white and blue. >> and for one night a year, those two piercing beams of light where the tin towers once stood. we begin with abc's tahman bradley. >> reporter: across the nation, 9/11 commemorations are scaled back, as the country tries to strike a balance between remembering and recovering from the terror attack. this morning at ground zero, for the first time, only those who lost loved ones will speak. they'll read the names of the 2,977 who died. >> it's difficult to find the peace and quiet time to celebrate my son. i think that everybody wants to remember 9/11. but we need to have our privacy, too.

>> reporter: in washington, president obama will observe a moment of silence at 8:45, before attending an observance ceremony at the pentagon. landers were placed along the memorial for the 40 crew members and passengers who died. today, they'll ring bells of remembrance. back in lower manhattan, the new, multibillion-dollar one world trade center stands tall. >> the progress and the momentum at one world trade center and the world trade center site is a testimony to the region's resilien resilience. >> reporter: the thousands of good news of the workers and people living around ground zero. about 50 new cancers will be covered by a $2.77 billion settlement fund, set ul for victim compensation. >> the first responders who were there for us, we're going to be there for them. we're going to compensate them and help provide treatment. >> reporter: but congress will have to put more money into the

fund. there will be a break on the campaign trail today, with president obama staying here in washington, and mitt romney speaking to the national guard convention in reno. as for the negative campaign commercials, paula and john, they're not going to run today. >> tahman bradley, live in washington this morning. thank you so much, tahman. more politics now and more signs of the post-convention bounce for president obama. according to our new abc news poll, the president is six points ahead and up eight points since the political convention. when it comes to the economy, it's still neck and neck. but the president's numbers are, indeed, up. and both sides are spinning the latest numbers out on the campaign trail. abc's david muir has more from las vegas. >> reporter: in this election year, even a small shift is significant. >> a four-point lead or a five-point lead in this environment, is as significant as a 10-point to 12-point lead 15 years ago. >> reporter: matt dowd has

advised both parties. and he recognizes that the country is more polarized now. >> today, we have 6% of people who are truly swing and truly persuadable. if you get a four, five, or six-point bounce, you're maximizing what you can get. >> reporter: what led to the bounce? dowd points to michelle obama's performance. and bill clinton at that moment. >> no president -- no president, not me, not any of my predecessors, no one could have fully repaired all the damage that he found in just four years. >> reporter: the romney campaign tonight calling the bounce a sugar high from the convention. but the reality from the obama economy hasn't changed. the number most important, october 3rd, debating president obama. less than one month before that first debate. how important are the debates going to be? >> i think the debates are important. particularly when you have a small sliver that has to make up

their mind. a report out today highlights a security threat at hospitals around the country. about 80% of high-risk hospitals do not secure radioactive material that could be used to make a dirty bomb. "the washington post" says among the examples in the government report, is a big-city hospital that gets radioactive chemicals with a combination written on the wall where everyone can see it. thousands of teachers on the picket line in chicago continues a second day. the third-largest school district rallied into the evening, as 350,000 students sat out of classes. any hope of a new contract is hinging on two sticking points, job security and new evaluations, partly based on standardized test scores. >> we're going to stand together until we get a fair contract. >> how dare you guys stop school in session? how dare you do that to our children?

what are you thinking about? not about them. >> the outcome of the strike could have ramifications across the country. teachers in nearly two dozen states are facing similar issues. passengers on a southwest flight into san antonio were delayed two hours after a threat was phoned in. the plane was kept away from the terminal, as police and search dogs conducted that search. nothing suspicious was found. passengers were able to reboard the aircraft for the short trip to the terminal. southern california investigators looking into what is being called a horrific odor. the main culprit, believed to be where large amounts of fish usually die and decay this time of year. some are saying that the stench is being reported some 50 miles away in suburban los angeles. >> fish and chips off the table right now? >> no fish and chips today. it is time for the weather across the nation on this tuesday. flooding monsoon thunderstorms from southern california to

welcome back. wall it a win-win situation. billionaire casino mogul, steve wynn has just been awarded $20 million in his slander case against joe francis, who is the founder of "girls gone wild." francis publicly claimed that wynn threatened to kill him over a gambling debt. but a jury found that francis knew the allegations were false. most of the 5 million websites hosted by godaddy are back online this morning. the company doesn't know what caused the outage. some say it is the sprawling hacker group, anonymous, claimed responsibility. but there's no evidence of that. consumer borrowing fell more

than $3 billion in july. and the decrease was entirely because of a drop in credit card use. economists say that may reflect a lack of confidence in the economy. it's the first decline in overall consumer borrowing in more than a year. and general motors is denying a report that it loses $49,000 on each chevy volt that it sells. the automaker does admit it does lose some money on the hybrid. but not close to that much. analysts say it is not unusual, however, for electric autos to lose money when they first go on the market. apple expected to announce its next iphone tomorrow. and that could be good for the economy. jpmorgan chase saying iphone 5 sales will boost sales significantly. they expect 8 million iphone 5s to sell this year. while existing model sales remain solid. an extreme makeover host

temple last month. >> now, the first video shows lieutenant bryan murphy, arriving on the scene and exchanging gunfire with the shooter. murphy dives for cover behind a parked car. the other video shows that when officer stan lemda arrives, he exchanged fire with the shooter. six people inside the temple were killed before page turned the gun on himself. we're learning about a frightening crime involving chris powell. he's the star of "extreme makeover: weight loss edition." his son and the boy's nanny, barely avoided being carjacked in mesa. the carjacker was tracked down using onstar and an iphone. >> we got our car back, which i didn't care about. and i had completely written off. i mean, i feel just so grateful

and so lucky. >> thanks to technology, onstar stopped the stolen car a short distance away. the alleged thief grabbed powell's ipad, which helped police track him down, using her iphone. we're following a developing story in detroit. a standoff ended with the death of a man who had been keeping police at bay for most of the day. a former auto exec facing legal and family troubles was found dead inside his home. he shot and killed an officer who had been called to the home sunday for a possible suicide attempt. the big tax hike on cigarettes three years ago appears to have been doing the job. there's been a drop in smoking among teens and the poor. it brought in $30 billion in additional revenue. tobacco use was down 19% last year, the lowest on record. and smokers who don't quit, apparently light up less. medical experts say women should not undergo routine screening for a particularly deadly form of cancer.
